    Policy creates rights. Systems determine whether those rights are experienced.

    While working with the Ghana Center for Democratic Development following Ghana’s Disability Act, I translated legislative intent into measurable accessibility audits, cross-sector training, and baseline compliance data. That work contributed to a broader rights-based reform environment that later supported passage of Ghana’s Mental Health Act in 2012.

    In Ontario, the housing system continues to face pressure as communities work to balance the need for affordable homes with the demand for emergency and transitional housing. Abla's leadership in a Conversion to Non-Residential Use project set a legal precedent at the Ontario Landlord and Tenant Board, recognized as a best practice in tenancy transitions and policy alignment.
